Board of Selectmen
Meeting held upstairs in Town Hall Monday
– November 19,2007
Those attending: Town Manager Edward Samson
Selectmen David Stickney and Allan Carr. – Leo Enos, absent.
Others attending: Joe Bachofer, Alan Savage, Murray Vashaw and Rev. Don Williams.
The meeting was called to order at 6:30 P.M by Chairman David Stickney followed by the Pledge of Allegiance to the Flag.
Also at this time Town Manager Edward Samson congratulated Rev. Don Williams on his being Pastor of his church here in Lancaster for 15 years.
APPOINTMENTS:
None
OLD BUSINESS;
To review and approve the minutes of the November 5th meeting.
A motion was made by David Stickney and seconded by Allan Carr to accept the minutes as written. A vote was called for and the motion carried.
(Allan Carr did make mention that only one person had spoken to him regarding the hatch-backs instead of several as was stated in the minutes but did not feel that it was an issue as others have spoken to him since.)
Department Head Up-dates: None
Various Paperwork to be signed:
Fire/EMS Mutual Aid Agreement with surrounding towns.
Tax Collector’s Warrant in the amount of $2,520,750.82. The new tax rate was set on Friday. It was to be $24.43 per thousand but it is now $23.17 per thousand. There was a mix up in the MS5 form that was sent to Concord. The tax bills will be going out on November 28th. Edward Samson said that none of the Unreserved Fund Balance was used to go towards the taxes this year. You are suppose to have 5% of your appropriations in the Fund Balance and to date we have about 13%, our investments have done extremely well this year.
NEW BUSINESS;
There was further discussion about the property on 10 Grange Road. The applicant came into the Town Office quite upset about the letter that he received from the Town Attorney and once again promised to do what was asked. The Board said to go ahead with eviction.
A letter was received from Amanda Merrill, Interim Director of Lchip stating that we had received $l30,000.00 for the Lchip Grant Round 7. (we had applied for $500,000.00) We have to match the funds but we do have other resources. The electricians are working now. There will be separate meters for each department.
INFORMATION;
Included in the packet were two building permits.
Sally Gaynor-Knecht for a driveway for a parcel on Page Hill Road.
Marcel Masse for a driveway on 12 High St.
There was some discussion as to when the land of McFarland on South Lancaster Road would be going up for bid. Edward Samson said that it would be published the first part of December and that there seemed to be a lot of interest in it.
Noting that there was no further business to come before the meeting a motion was called for to adjourn.
A motion was made by Alan Carr and seconded by David Stickney to adjourn. A vote was taken and the meeting adjourned at 6:45 P.M.
