Meeting held upstairs in Town Hall                          Monday – May 21, 2007

                    Selectmen David Stickney, Leo Enos, Sr. and Allan Carr

            The meeting was called to order at 6:30 P.M. by Chairman David Stickney followed by the Pledge to the Flag.

 

APPOINTMENTS: None

 

OLD BUSINESS;

 

            To review and approve the minutes of the May 7, 2007 meeting.

A motion was made by Leo Enos and seconded by Allan Carr to accept the minutes as written.  A vote was called for and the motion carried.

 

Department Head Up-dates:  None

 

Signing of various paperwork:

            Intent to cut:     Goceliak – Wesson Road – done in the fall

                                    Gilbert – Rte 3 (should be Rte 2) 37 acres to cut 14

                                    Benson – Wesson Road

                                    Falkenham – Flaherty Road – l60 acres to cut 100

 

            Tax Levis:         $3,821.53 – This amount was from Goceliak, Benson, Bishop and Sanscoucy.

                                    $l,848.22 – This amount was from WMRHS cut.

            Abatements:     To Assembly of God Church.  They were charged a water rate and they are not hooked up to Town water.  One building was for $ll0.10 and the other building was for $140.10

 

NEW BUSINESS;

            In the packet was information regarding the Play and Learning Center Grant and a motion was needed to have the Town apply, accept and expend said money.

            A motion was made by Leo Enos and seconded by Alan Carr that “at the regular meeting on May 21, 2007, the Board of Selectmen voted to accept Community Development Block Grant funds and enter into a contract with the Community Development Finance Authority  The Board of Selectmen  further authorized the Town Manager to execute any documents which may be necessary to effectuate this contract; (3) this authorization has not been revoked, annulled or amended in any manner whatsoever, and remains in full force and effect as of the date hereof; and (4) the following person has been appointed to and now occupies the office indicated under item (2) above. A vote was called for and the motion carried.

 

            An e-mail from the National Association of Chiefs of Police regarding video cameras in police cars.

 

            A Letter of Understanding between Weeks Medical Center & Lancaster Police Department:  This is so that the hospital can call the police in to help with a patient at their facility who is extremely combative.  They, the hospital, will pay the Town $20,00.00 a year for this service.  The Town has to guarantee that they will send an officer, he could be there for 1 hour or 2-3 days.  In the past this has only happened maybe a couple of times a year.  The hospital will pay to send an officer to school for training for this service.  Officer Rick Ball is going to go to school for this and he in turn will teach the hospital employees how to react. The hospital will also pay Officer Ball for the training that he gives to them.  This could be a very useful service as the Department could also go to schools and area business with the training.  The first installment of $8,000.00 will go towards the purchase of video cameras for the cruisers.  As this is grant money, we will have to pay for the cameras and then submit a bill for reimbursement.  They will send the money to the Town twice a year.  It was asked if the officer would have to stay until the patient was released, the answer was yes but the hospital would be paying to have the officer there.  It was also asked if it was the officer on duty who would be staying there, the answer was that he may go to the call but an off duty officer would be called in to cover at the hospital.   In the future the monies received would go into the General Fund. Town Manager Edward Samson felt that this was a win-win situation for both the hospital and the Town.

            A motion was made by Leo Enos and seconded by Allan Carr to accept the Letter of Understanding with Weeks Medical Center.  A vote was called for and the motion carried.

 

            A letter from State of NH Dept. of Safety re: application for culvert replacement (RR Culvert off Depot Street)  Becky Newton said that they hope to start the project in September.  Funds for the project have been approved.  She also said that they have sent an amended wetlands permit.

 

            A letter from CEDC re: for reappointment of Peter Powell as the town’s representative to CEDC Board of Directors.

            A motion was made by Alan Carr and seconded by Leo Enos that Peter Powell be reappointment to the CEDC Board. A vote was called for and the motion carried.

 

            A letter from Deborah Billings re: Donation of Land.  The land in question is on Route 135 – known as 333 Elm St. it was the former Pollard Residence.  It is a very small piece of land that is surrounded by land owned by the Forbes Partnership, it would not be usable for the town.  The suggestion was made that they give it to the Forbes.  It also has a railroad easement on it. It was brought up that there shouldn’t have been a building permit issued for the house that was put there.  It was asked if the snowmobile club trail goes by there, would it be of any use to them.  It was brought up that the state owns the easement.  Town Manager Edward Samson said that he would respond to the letter and tell them that they are unable to accept the land.

 

INFORMATION;

            A letter from Connecticut River Joint Commission re: draft local water resource chapters of the Connecticut Management Plan.

            A letter from Androscoggin Valley Regional Refuse Disposal District re: Ban on disposal of video display devices.

            Col. Town Spending Committee April 11, 2007 minutes of meeting.

            Tax Collectors reports for the month of April.

 

            Town Manager Edward Samson said that at the last meeting there had been discussion of purchasing a new ambulance.  He has checked into the documentation of the Capital Reserve Fund and it was created when the Town had a Fire Precient and it did not state that the Selectmen could expend that money.  It has since been established as a Fire/EMS and the definition was not stated as to how to expend the monies.

            You could have a special Town Meeting, but it would need to go to Superior Court for their approval and they would decide when and if it was necessary.  Going this route would be very costly as there needs to be very specific things for it and could you call it an emergency.    These things all take time and the seller has someone else who wants to ambulance in question.  It was asked where the money that is made form the 3rd ambulance goes.  All of that money goes into the General Fund to help reduce taxes.  It was said that the Selectmen can use money from the Capital Reserve Funds if approved by DRA but they always want the towns people to know up front what they are doing and to keep everything above board.

 

Noting that there was no further business to come before the meeting a vote was called for to adjourn.

A motion was made by Leo Enos and seconded by Allan Carr to adjourn. A vote was called for  and the meeting adjourned at 7:20 P.M.
